Nether Queen Cookie Toppings Build — The Healer That Wants ATK

The standard Cookie Run: Kingdom healer build is five Swift Chocolate, chase Cooldown, skip ATK. Nether Queen Cookie's own passive contains a line that converts ATK from Toppings into Cooldown at a 2:1 rate, capped at -25%. That single clause flips the standard build on its head, and there's a second clause next to it that punishes you for running a backup healer.

Open any Cookie Run: Kingdom healer guide — including ours — and you get the same instruction: five Swift Chocolate, Cooldown substats, don't bother with ATK. It has been good advice for years. It is the wrong advice for Nether Queen Cookie.

Buried in the numeric detail of her passive is a conversion clause: Cooldown -0.5% per 1.0% ATK increased by Toppings, capped at -25.0%. Her Toppings-sourced ATK becomes Cooldown at a 2:1 rate until it hits a hard ceiling. Sitting next to it is a second clause that only fires with exactly one Healing Cookie on the team, which means the standard "bring a backup healer for safety" instinct turns part of her kit off.

This is the build sheet: what to slot, what the numbers say, and where the sourcing is thin.

She arrived with the Tartrus of Oblivion update (v7.7), which Devsisters shipped on July 29, 2026, alongside the Epic Bomber Asphodel Cookie; the wiki logs her own availability at July 30, 2026, 10:00 GMT+9. Her Soulstones and Soulcores are listed as obtainable from the Rainbow Shell Gallery and the Guild Medal Shop, which is the same acquisition lane recent Legendaries like Timekeeper and Sugar Swan sit in.

She also has no Magic Candy. The Magic Candy roster is a specific, published list of Cookies and she is not on it, so there is no Soul Essence sink waiting for her — her ceiling is Toppings, tart, Beascuit, Treasures, skill level, and promotion. That makes her cheaper to finish than her rarity suggests, and your Magic Candy priority list doesn't need reshuffling on her account.

The line in her passive that breaks the healer template

Here is the clause, transcribed from her in-game skill detail as recorded on the wiki, under the Ruler of Tartrus passive she gains at the start of every battle:

If there is exactly 1 Healing Cookie in the team: DMG Dampening +25.0%, CRIT DMG Resist +35.0%, Cooldown -0.5% per 1.0% ATK increased by Toppings (capped at -25.0%)

Read the third item slowly. Not ATK in general — ATK increased by Toppings. Not a flat bonus — a rate, 0.5 points of Cooldown reduction per 1 point of Toppings ATK. And a cap at -25%, which means the conversion stops paying out once you've fed it +50% ATK from Toppings.

That reframes every slot on her. Searing Raspberry is not an off-meta greed pick on this Cookie; it is a Cooldown topping wearing a different hat. And because her healing also scales off ATK — 81.3% of ATK on the direct heal, 84.9% of ATK per tick on the periodic heal, both at base skill level — the ATK you pour in keeps paying after the Cooldown conversion caps out. There is no wasted ATK on Nether Queen Cookie.

The honest caveat, because it matters. Devsisters' own July 29 patch-note summary of River of Tartrus describes the conditional as "If there is exactly 1 Healing Cookie on the team, grants DMG Dampening and CRIT DMG Resist to self." It does not mention the Cooldown conversion at all. The wiki's numeric breakdown puts the conversion on that same conditional line, but the patch-note prose is a summary rather than the skill sheet, so the two sources don't settle whether the conversion is gated behind the one-healer condition or runs unconditionally. Both readings point the build the same direction, so it doesn't change what you slot — it changes how confident you should be about team composition. You can settle it on your own account in a minute: read her Cooldown on the stat screen with one healer, then add a second and read it again.

The exactly-one-healer clause

The parts of that conditional both sources agree on are DMG Dampening +25.0% and CRIT DMG Resist +35.0%, granted to herself, if and only if she is the lone Healing Cookie in the lineup.

Those stack on the unconditional half of Ruler of Tartrus — Max HP +30.0% and DMG Dampening +28.5% — so a solo-healer Nether Queen sits on +53.5% DMG Dampening before Toppings, Treasures, or anything a support hands her.

The practical rule writes itself: do not bring a second healer. The reflex to double up on sustain for a hard boss is the wrong instinct here, because the second healer switches off a chunk of the first one's defensive profile. If you need more sustain than she provides, reach for a support Cookie with shields or damage reduction instead. Type matters, not the effect — the condition counts Healing Cookies, so a shield-heavy support that isn't classed as Healing leaves the clause intact.

One note for anyone benchmarking against older comps: our May 2026 healer ranking was written three patches before this Cookie existed, so treat its "best healer" lines as scoped to v7.4.

The topping build

Five Searing Raspberry. That's the build, and the reasoning is entirely mechanical rather than a preference.

For context, here are the two candidate sets with their published equip bonuses:

Swift Chocolate's five-piece bonus is -5% Cooldown. Searing Raspberry's five-piece bonus is +10% ATK, and on this Cookie that ATK is also worth -5% Cooldown through the conversion — while additionally increasing every heal, shield, and Chaos damage tick she produces, because all of them scale off ATK. The Raspberry set does the Chocolate set's job and keeps going. Chocolate only wins if you have already parked the conversion at its -25% ceiling and still want more, which requires +50% ATK from Toppings.

Two structural notes on the slots. You have five Topping slots, unlocked at Lv.15, Lv.20, Lv.25 and Lv.30, plus one Topping Tart slot — six matching pieces, which is what the "Equip 6" row is for. Upgrade ceilings are rarity-locked at +6 for XS, +9 for S, +12 for M, with a random bonus effect granted at +6, +9 and +12, so an M topping can carry three.

Substat priority, in order:

  1. ATK — Cooldown, healing and shield size simultaneously. Regular Toppings roll it at 1%–3%.
  2. Cooldown — the direct route, still good. Regular Toppings roll it at 1%–2%, the narrowest band in the pool, which is exactly why the ATK conversion is such a good deal.
  3. DMG Resist — she is a Rear-line body that becomes the most valuable target on the field once the Ring of Tartrus is charged. Rolls at 1%–6%, the widest band available.

Note what isn't on that list: CRIT, ATK SPD, DEF. Her kit has no CRIT scaling and no auto-attack payload worth speeding up.

Oblivion Toppings and the tart slot

The v7.7 update shipped Oblivion Toppings, a Resonant set of 10 kinds that only Nether Queen Cookie and Asphodel Cookie can equip. Resonant Toppings roll their bonus effects in tighter, higher bands than regular ones, and the difference is not cosmetic:

The floor moves, not the ceiling. A Resonant ATK roll cannot come in under 2%, where a regular one can hand you 1% and waste the slot — and on a Cookie whose whole build converts Toppings ATK into Cooldown, raising that floor pays twice.

Devsisters also stated explicitly in the patch notes that you do not have to equip Resonant Toppings exclusively to get a set effect — Oblivion Raspberries and regular Raspberries count toward the same Searing Raspberry set. Slot what you have and upgrade Resonant pieces in as they arrive.

Tart slot: Searing Raspberry. An M-rarity Searing Raspberry tart carries +7.2% to +12.0% ATK, versus -3.0% to -5.0% Cooldown on an M Swift Chocolate tart. A +12% ATK roll is another -6% Cooldown on top of the healing bump. Tarts grant only their primary stat and never need levelling or rerolling — the roll you craft is the roll you keep — and they come from limited-time events or the Mine Workshop, where v7.7 raised the Epic-tart craft odds from 0.3% to 1% on Common crafting and 3% to 10% on Rare.

There is now a tier above that. Legendary Topping Tarts landed in the same update, carrying one of 11 exclusive bonus effects and 12 upgrade attempts toward +12 — with the sting that a failed attempt burns an attempt and lowers the ceiling that tart can ever reach. Epic tarts promote using Butter Cream, which comes out of Trials of the Nether Realm.

The Sweet Beascuit and why its ATK does not count

Beascuits are type-locked, so a Healing Cookie takes a Sweet Beascuit — there is no choice to make about which one, only which roll.

A Legendary Beascuit at max level (Lv.30) grants ATK +30% and HP +35% with 4 bonus effect slots. That ATK is excellent for her healing, and worth saying plainly: it does not feed the Cooldown conversion. The clause is scoped to ATK increased by Toppings, so Beascuit ATK, Treasure ATK and ally buffs all make her heals bigger without moving her Cooldown.

Which sets the bonus-effect priority. Legendary Beascuits roll in these bands:

Chase Cooldown here. The Beascuit is the one slot where Cooldown can't be bought through ATK, so this is where direct Cooldown earns its place — the exact inverse of the Toppings decision. DMG Resist second, ATK third.

The Element DMG line is the one place her Chaos typing shows up mechanically — her Soul Shackling damage is Chaos-tagged — but she is a healer with a damage-over-time rider, not a damage dealer, so treat it as a bonus rather than a target. The Beast-Yeast guide covers where Beascuits drop.

River of Tartrus, number by number

Every figure below is the base value — skill level 1. The wiki lists her max-level column as TBA, so anyone quoting you maxed numbers for this Cookie is guessing.

The heal itself, on a 14-second cooldown:

  • Direct healing: 81.3% of ATK + 3.0% of ATK per 1% of HP lost + 3.0% of the target's Max HP
  • Periodic healing: 84.9% of ATK every 0.5 sec for 4.0 sec
  • Overheal conversion: 17.0% of healing above Max HP becomes an HP Shield for 5 sec, capped at 50.0% of the target's Max HP
  • HP Shield: 30.0% of the target's Max HP for 10.0 sec
  • DMG Dampening +25.0% and DMG Resist +20.0%, both for 15.0 sec

That second bullet rewards ATK hardest — eight ticks of 84.9% of ATK across four seconds, and any of it that overheals becomes shield instead of evaporating.

The debuffs she throws while healing:

  • Soul Shackling: 198.7% of ATK as Chaos damage every 1.0 sec for 4.0 sec
  • Tendrils of Chaos: Chaos DMG +7.0%, DEF -10.0% for 10.0 sec, one stack
  • Injury: Max HP -20.0% for 20.0 sec, capped at -25%
  • Branded Soul: DMG Dealt -20.0%, ATK -17.5 for 15.0 sec
  • If an enemy Cookie gains Invulnerability, it is removed after 1 second

The Ring of Tartrus, which is the reason she's a Legendary and not an Epic:

  • She banks Soul Fragments: +1 every 5.0 sec, +5 when an enemy Cookie is defeated, stacking to 10, and spends 5 per trigger
  • Just before an ally would be defeated, she hands them Immortality, Debuff Immunity, and 3.0% of their Max HP every 1.0 sec for 4.0 sec — up to 2 times per battle
  • Allies who already have Immortality or Invulnerability active are excluded
  • Power of Tartrus rides along: ATK +22.0%, DMG Dampening +12.5%, DMG dealt to Cookies +20.0% for 15.0 sec

She has her own version too. Once per battle, before being defeated, she grants herself the Queenly Ring of Tartrus and resets her Cooldown — Immortality, Debuff Immunity, and 10.0% of Max HP every 0.5 sec for 4.0 sec, more than three times the ally version's healing rate. She also opens every fight by applying DMG -18.0% and ATK -15.0% to enemies for 25.0 sec and shielding herself for 125.0% of her own Max HP for 10.0 sec.

Then a block of immunities that quietly answers a lot of PvP: she is not affected by removable Incapacitated debuffs, Silence, Cooldown freezing, or Cooldown recovery reduction. Cooldown-freeze comps do not shut her off, which matters for Kingdom Arena defence.

Where she earns her slot

Three concrete places, all from the v7.7 notes rather than vibes.

Timeline of Fate Episode 7. The episode applies Consuming Memories from the Dusty Bookshelf stage onward: attacking or taking damage fills a bar, and a full bar puts that ally to Sleep, increases the damage they take, and applies Dismay, which permanently blocks Healing and Shields. Nether Queen Cookie is immune to Consuming Memories and can shield and heal allies who already have Dismay. She is not "good here" — she is the designed answer to the stage effect. The Bell of the Nether Realm tactical skill, available from the Failed Binding Spell stage, clears the bar and Dismay from all allies and grants allies increased damage if she is on the team. Episode 7 is playable without clearing earlier episodes.

Trials of the Nether Realm. The new seasonal endless-exploration mode carries a restriction that changes roster maths: only one high-rarity Cookie — Witch, Beast, Legendary, Ancient, Dragon, or Super Epic — can be placed per run. She is Legendary, so bringing her spends that single slot. It's also where Butter Cream and Tart Cores come from, so it's where your Legendary tart project lives.

General PvE and Arena defence. The immunity block plus a once-per-battle self-revive with a Cooldown reset makes her hard to remove, and her opening ATK and DMG reduction lands before anyone has acted. One roster rule: her ally Immortality window explicitly does not stack with existing Immortality or Invulnerability effects, so pair her with Cookies that lack their own survival button.

Common Nether Queen build mistakes

  1. Slotting five Swift Chocolate out of habit. It is the standard healer default and the wrong call here. The Raspberry set delivers Cooldown and healing and shield size through one stat.
  2. Bringing a second healer "for safety." That is a confirmed -25% DMG Dampening and -35% CRIT DMG Resist on her, and possibly the Cooldown conversion too. Use a non-Healing support instead.
  3. Assuming Beascuit ATK feeds the conversion. The clause says ATK increased by Toppings. Beascuit ATK, Treasure ATK and ally buffs all boost her healing and none of them move her Cooldown.
  4. Hoarding Oblivion Toppings before building her. Resonant and regular pieces of the same flavour count toward the same set bonus, per the patch notes. Build now, upgrade in later.
  5. Quoting max-level skill numbers. They aren't published yet. Every figure in this guide is base.
  6. Pairing her with allies who already have Immortality or Invulnerability. Those allies are explicitly excluded from the Ring of Tartrus.
  7. Waiting on a Magic Candy. She doesn't have one. Nothing about her build is on hold.

Quick Action Checklist

  • Run five Searing Raspberry, not Swift Chocolate — her passive converts Toppings ATK into Cooldown at 0.5% per 1%, capped at -25%
  • Substats: ATK first, Cooldown second, DMG Resist third. Skip CRIT, ATK SPD and DEF entirely
  • Field her as the only Healing Cookie on the team; use a non-Healing support if you need more sustain
