Half-Life 2 Steam Workshop: Campaigns, Addons, Known Bugs
Half-Life 2 has had a Steam Workshop in its Extras menu since November 2024, and it held 12,469 items on October 11, 2026. Here is how Campaign and Content items load differently, how to start a Workshop campaign, what people actually subscribe to, and the bugs still open on Valve's tracker.

The most-subscribed item on Half-Life 2's Steam Workshop is a joke re-edit of the G-Man's opening speech. As of October 11, 2026, Steam counts 322,729 subscribers to it, all time. The most-subscribed campaign, a four-map fan recreation of the original Resident Evil 2 built in Source, has 70,179. That ratio, better than four and a half to one, says most of what you need to know about the Workshop Valve built into Half-Life 2 in November 2024. People mostly use it to change the game they already have, and some of them use it to play a new one.
This vertical's best mods guide covers the older routes: standalone Steam mods and folders dropped into sourcemods. It doesn't touch the Workshop. This page does: where it is, why Campaign and Content items behave differently, what people actually subscribe to, and the bugs still open on Valve's own tracker.
Where the Workshop is, and what it needs
Valve's 20th Anniversary Update notes, from November 15, 2024, describe it in one line: "Browse, install, and play user-created content for Half-Life 2 without ever leaving the game. Look for it in the Extras menu!" The change list is more specific: "Play entire campaigns or replace weapons, enemies, UI, and more with content created by the community."
Open Extras, then Workshop. Valve's own screenshot shows the window that opens, with tabs for Campaigns, Subscribed, My Uploads and New Item, plus a tab for the item being edited. Steam's Workshop page for the game says a subscribed item "will be available when you start Half-Life 2."
Four conditions decide whether it works for you at all:
- It's a Steam feature. The console Orange Box versions never got it, as the platforms guide covers. PCGamingWiki also notes that achievements and the Workshop don't work if you launch the game outside Steam with
-game hl2_complete. - The current build only. Valve archived the pre-anniversary game as the
steam_legacybeta branch. That's the build from before Workshop support was added, so switch back to the default build if your subscriptions vanish. - Be online. A report on Valve's Source-1-Games tracker says Workshop items refuse to load when Half-Life 2 starts without an internet connection. It has been open since November 19, 2024.
- The VR Mod has its own pool. The VR Mod guide covers it. It's a different app with a different Workshop, so your flat-screen subscriptions don't carry over.
Campaign items and Content items load differently
The uploader offers two item types, and the two load differently. Valve Developer Community's upload instructions name them Campaign (maps) and Content (textures, models, sounds and the like). The Workshop's own browse filter calls the second kind assets.
| Campaign | Content | |
|---|---|---|
| What it holds | New maps, plus any models, sounds and textures they need | Replacements: models, textures, sounds, HUD, scripts |
| Items on the Workshop (Oct 11, 2026) | 1,405 tagged campaigns | 10,954 tagged assets |
| When it loads | Only when you start it from the Campaigns tab | Everywhere, once enabled |
| What the uploader sets | A starting map, and which game it is "Based On" | The item type, nothing else game-specific |
The "when it loads" row comes from a community modding guide on Steam. It says a Campaign item "is ONLY mounted when the campaign is selected from the workshop menu" and is dismounted otherwise, while Content "is mounted everywhere." Valve's own uploader screenshot shows the fields that make that work: a Starting Map box and a Based On menu, which Valve Developer Community says takes Half-Life 2, Episode One or Episode Two.
"Based On" decides which game's content sits underneath the campaign, and Valve had to fix it twice in the first week. The November 16, 2024 update "Fixed campaigns set to expand on Episode One loading some Episode Two content." Two days later, Valve fixed mods tagged as Episode One data "being loaded as Episode Two mods."

That's a Content item at work in one of Valve's own promo shots: the Vortigaunt in Route Kanal has been swapped for a different model, and the campaign around it is the stock one.
How to play a Workshop campaign
- Subscribe, then launch Half-Life 2 through Steam.
- Open Extras, then Workshop, then the Campaigns tab, and start it from there. Resident Evil 2 - Source's page says to double-click its icon. The Cinematic Mod port's page describes itself as "a separate campaign launched through 'Extras - Workshop' tab in the main menu" that doesn't replace your normal Half-Life 2.
- Read the item page before you press start. The ports carry instructions the menu won't show you. Research & Development, Mission Improbable and the Cinematic Mod port all say: "Select Half-Life 2: Episode Two in the main menu before starting the mod to load necessary materials." The Research & Development and Cinematic Mod pages also tell you to unsubscribe from unrelated mods first. The Cinematic Mod port needs launch options too:
+r_hunkalloclightmaps 0for everyone, and-vulkanon Nvidia cards. - Don't jump maps with
map. The same community guide sayschangelevelworks inside a Workshop campaign butmap"will likely cause an error" because the campaign's content gets dismounted. The Cinematic Mod page separately warns against changing chapters through the console. The console commands guide is for the stock campaign.
One small touch: since the November 26, 2024 update, your Steam friends list shows the name of the Workshop campaign you're playing.
What is on it, by the numbers
As of October 11, 2026, Steam's About page for the Half-Life 2 Workshop counts 12,469 items. The browse filters break them down like this:
| Contains | Items |
|---|---|
| Materials | 8,373 |
| Models | 6,021 |
| Sounds | 4,216 |
| Maps | 1,760 |
| UI | 302 |
| Particles | 196 |
An item can carry several of these tags, so the column adds up to more than the total.
The character and weapon tags hint at what gets replaced most. The Resident Evil 2 - Source uploader says the game appears to add these tags itself at upload, based on which assets an item modifies. Combine soldier is the most-tagged character, on 1,110 items, ahead of Alyx (859), citizens (836) and Metrocops (833). Among weapons, the shotgun leads with 950, just ahead of the pistol (936) and the SMG (921). The gravity gun has 612.
The Workshop's shape was set in its first week. Every one of the 30 most-subscribed items was uploaded between November 16 and November 22, 2024 (UTC), according to the upload dates Steam's API reports for each. Eight of the ten most-subscribed campaigns went up on November 15 or 16.
The ten most-subscribed addons
Steam's "Most Subscribed" ranking sorts by all-time subscribers. All 30 items at the top of it are Content items. This is the top ten, with what each one does according to its own page.
| # | Item | All-time subscribers | What it changes |
|---|---|---|---|
| 1 | A joke re-edit of the G-Man intro (its title is a censored expletive) | 322,729 | Replaces the opening sequence; its page credits the original ModDB creators and a separate porter |
| 2 | EZ2 Animations With Juniez' & Fewes Models | 310,601 | Weapon models running Entropy: Zero 2's weapon animations |
| 3 | Condensed Animated HUD | 250,763 | A smaller HUD with Half-Life 1-style damage icons |
| 4 | Script MultiLoader | 238,105 | Lets several script mods load at once without overwriting each other's config files |
| 5 | Realistic Blood Textures | 208,893 | Replaces the blood textures |
| 6 | Citadel blasting Caramelldansen | 196,915 | A joke that, per its page, makes the Citadel "more funky" during the train station escape |
| 7 | Citizen Finger Animation Fix | 185,557 | Fills in rebels' missing ring- and little-finger poses, Episodes included |
| 8 | Zombie Animation Improvements | 167,238 | Reworked zombie animations |
| 9 | Hatsune Miku as Alyx | 158,154 | A character model swap |
| 10 | AIRBOAT REMASTER (2021) | 157,454 | A high-detail airboat model, also on the Garry's Mod Workshop |
Five of the ten are polish for the game you already own: the animation fixes, the HUD, the blood and the weapon animations. Two are jokes. Script MultiLoader is plumbing. Other script mods depend on it, and the Workshop's front page lists it first under items other items require.
The ten most-subscribed campaigns
| # | Campaign | All-time subscribers | Size | What it is, per its page |
|---|---|---|---|---|
| 1 | Resident Evil 2 - Source | 70,179 | 663 MB | Four maps recreating the original Resident Evil 2's Leon A scenario. The uploader says it isn't their work and quotes the creator, Blood_Wraith, granting permission |
| 2 | MINERVA: Metastasis | 65,856 | 343 MB | Adam Foster's campaign, "the 2013 edition... repackaged for the new Half-Life 2 Workshop" |
| 3 | Episode Two Citadel Destruction Restored | 49,798 | 37 MB | A cut Valve map meant as Episode Two's opening recap. It hands over to Episode Two proper when it ends |
| 4 | Mission Improbable | 43,691 | 632 MB | An Episode Two mod. The page credits Magnar Jenssen |
| 5 | gm_construct | 35,217 | 362 MB | The Garry's Mod map, which the uploader credits to Facepunch |
| 6 | Trek To Borealis | 31,461 | 80 MB | A 15-to-20-minute Episode Two competition map, built in under 50 hours |
| 7 | The Stanley Parable | 31,361 | 76 MB | The 2011 mod edition. The page credits Davey Wreden |
| 8 | Cinematic Mod (Half-Life 2) | 30,352 | 26.7 GB | The graphics overhaul, repackaged as a separate campaign |
| 9 | The Shadow Over Ravensmouth | 29,523 | 71 MB | A short horror map that won first place in RunThinkShootLive's FusionVille competition |
| 10 | Quarantine | 29,161 | 25 MB | A zombie-hospital escape built for a Sheridan College level design course in 2023 |
Two more sit just below the cut. Trap Town (27,503) is an alternate Ravenholm rebuilt from 2002-2003 development ideas, so it's worth a look after the Ravenholm guide and the cut content guide. Research & Development (27,276) is the puzzle-centric Episode Two mod the best mods guide recommends.

Read the credits line before you subscribe. Resident Evil 2 - Source says outright that its uploader didn't make it. Mission Improbable, Research & Development and the Cinematic Mod port were all posted by the same account, Tighty-Whitey, and each description credits or names the mod it brings over.
MINERVA was on Steam long before the Workshop. It has been a free Steam mod (app 235780) since April 2013, with Adam Foster listed as developer and publisher, and its store page says it requires Half-Life 2: Episode One. The Workshop copy is the same 2013 edition, playable from inside Half-Life 2. It was uploaded on November 15, 2024, the day the anniversary update went out, and it's the item Valve's own Workshop screenshot shows on the upload screen.
The Citadel Destruction map, per its page, has more detailed physics destruction of the Citadel than Episode One's ending, and it skips the recap video Episode Two normally opens with. The episodes guide covers what Episode Two does once it takes over.
Load order is your job
Subscribing and enabling are separate steps. The Subscribed tab is where you switch items on and off, and it's also an ordered list. Two of the ten most-subscribed addons depend on that order. Script MultiLoader says you "need to set this mod as the top priority in workshop subscribed items menu," and Zombie Animation Improvements says it "needs priority over other zombie mods including model replacements."
Three habits keep that list from biting you:
- One replacement per thing. Item authors treat that order as precedence, so two enabled items that replace the same model are a conflict waiting to happen. Keep one per character or weapon.
- Clear the decks for campaigns. The Research & Development and Cinematic Mod ports ask you to unsubscribe from unrelated mods, and a Content item stays loaded underneath a campaign.
- Watch the count. A report on Valve's tracker says subtitles and closed captions stop appearing once more than 39 addons are enabled. Other players put their own limit at 45 or 55. Either way, if your captions disappear, start disabling.
Bugs still open on Valve's tracker
Valve shipped several Workshop fixes in November 2024: faster load times when adding or removing Workshop content, better handling for corrupt addons, and support for Stunstick reskins. These five Workshop reports on its public Source-1-Games tracker were still open on October 11, 2026.
| Report | What happens | Open since |
|---|---|---|
| #6678 | Workshop items don't load if the game starts offline | November 19, 2024 |
| #6671 | Captions stop appearing with more than 39 addons enabled. Reproduced again on the July 23, 2025 build | November 19, 2024 |
| #6664 | On Steam Deck and in Big Picture's gamepad interface, the in-game Workshop list can't be scrolled, so you can't see which items are enabled. A duplicate was filed in May 2026 | November 19, 2024 |
| #6802 | Content addons don't apply to the title screen until you load a game or switch between episodes | December 1, 2024 |
| #7707 | At low resolutions the Workshop window is too big for the screen | November 24, 2025 |
The Steam Deck one has a nasty edge. A related report says the workaround, toggling items in Steam's own Workshop settings, mass-disables every addon if the Deck isn't online.
Where the files go
Workshop downloads land in steamapps/workshop/content/220/, one folder per item ID, packed as a VPK archive. You don't need to touch them.
The older manual route still works alongside the Workshop. The community guide describes it: a custom folder inside the hl2, episodic or ep2 folder, with each mod in its own subfolder. Mod authors also use it to test before uploading.
Uploading your own
Valve Developer Community's instructions are short. Go to Extras, then Workshop, My Uploads and New Item. Set a title, a description and a 512x512 PNG preview, then point it at your addon folder, the root that holds materials, models, sounds and so on. Choose Campaign for maps, set Based On if they need Episode One or Episode Two content, and choose Content for everything else. Set Visibility to Public when you're ready.
The Campaign type also asks for a starting map. In Valve's screenshot, MINERVA's is metastasis_1, the same map name the Synergy guide uses to start it in co-op. Valve's November 16, 2024 notes add: "Always show the My Uploads page, even if not in developer mode."
Mappers also got more headroom. The anniversary notes raised several of Hammer's BSP limits, including "Models 1024 -> 2048" and "Brushes 8192 -> 16384."
Quick Action Checklist
- Find the Workshop under Extras, then Workshop. Launch Half-Life 2 through Steam and stay online, or subscriptions won't load.
- Stay on the default build. The
steam_legacybranch is from before Workshop support existed. - Start Campaign items from the Campaigns tab. They only load when you start them there.
- Content items load everywhere once enabled, including underneath a Workshop campaign.
- Read each campaign's page first. Several ports want Episode Two selected in the main menu, other mods unsubscribed, or extra launch options.
- Use
changelevel, notmap, if you have to move around inside a Workshop campaign. - Put Script MultiLoader at the top of the Subscribed list if you run script mods, and keep one replacement per model.
- If your captions vanish, count your enabled addons. Reports put the limit somewhere between 39 and 55.
- On Steam Deck, the in-game Workshop list won't scroll. Change subscriptions while you're online.
